About us

Primary Health Care Ltd (PHCL) is the largest not-for-profit operator of general practice in Aotearoa.

Our journey began when there were small rural practices facing closure as their GPs reached retirement age. We purchased these practices and formed the beginnings of our network to ensure these communities would continue to receive essential primary care services locally.

The PHCL network has now grown, with around 180 staff working across 14 rural and urban practices in Hamilton, Huntly, Rotorua, Taupō, Taranaki, Tokoroa and Waihi Beach - caring for around 69,000 enrolled patients.

We are leaders in general practice management, with a strong equity focus on improving health and wellbeing outcomes for Māori and Pasifika. We believe in giving people choice in how they receive primary health care services, using data and connected systems to measure our impact and ensure we're always working to do better.

Our scalable operating model takes a proactive approach to each patient's care, making the best use of each clinic role to enable our teams to operate sustainably, efficiently and in the best interests of our patients. Each practice has a leadership team that understands local needs and shapes services around their community, while working in collaboration with other practice leadership teams across our network.

This supportive approach lets our practice teams focus on patient care, while business support services including finance, human resources, communications and management are taken care of centrally.

Primary Health Care Ltd is owned by Ventures, part of Pinnacle Incorporated.

Community partnerships
Piripoho nurse service

Piripoho is a collaborative, community-led health and social service making a difference in Rotorua's Eastside community.

PHCL practice Owhata Medical Centre collaborated with Tatau Pounamu Collective and Lakes DHB to create the Piripoho nurse service.

A Piripoho nurse, navigator and kaiawhina are now delivering free, accessible health care and social services to support the Eastside community, with a focus on tamariki aged 0-18 years, prevention and changing patterns of poor health within whānau.

The team provides nurse clinics at the practice, in early childhood centres and marae, and home visits too. During home visits the team might notice other things whānau need help with - cold, damp housing or no kai on the table. The navigator can then support whānau to navigate social services, information and resources to meet their wider needs.

This service gives us the opportunity to support and give access to the whānau who would not otherwise come into medical clinics, and it gives them the opportunity to be seen in any environment that is appropriate and comfortable for them.
